Whatever the shared services agenda may promise, it isn’t a magic wand bringing about overnight transformation. Three and-a-half years since NHS Shared Business Services (SBS), the joint venture offering payroll and finance and accountancy services to the NHS launched, and seven years since it was first a gleam in the Department of Health’s eye, it is finally gaining real momentum, according to managing director Jim Vincent.

The Worcestershire Acute Hospitals NHS Trust provides hospital-based services from three main sites . It employs more than 5,000 people and has an annual turnover of more than 290 million

NHS Shared Business Services (NHS SBS) provides finance, accounting and payroll services to NHS organisations in a joint venture with Steria, with the aim of enabling NHS organisations to improve the efficiency of theïr finance function, so freeing up funds for frontline care.

Payroll services used to be provided in-house on behalf of the Trust and two other local NHS organisations. When two key senior members of staff at the Trust left the in-house payroll service, it gave the Trust an opportunity to review the strategic direction of the service.

"We chose NHS SBS to provide our payroll service, firstly because it was already delivering finance and accounting services successfully for us, but the key factor was that the organisation is staffed with existing NHS payroll people," explains Michael White , assistant Director of Finance, Worcestershire Acute Hospitals NHS Trust .

"This reassured us that we would have continuity of skills and expertise built up over many years."

Worcestershire Acute Hospitals NHS Trust was one of the first organisations to join the newly-formed NHS SBS in April 2005.  The initial contract covered the provision of finance and accounting services and as part of a renewal of the contract in April 2007, the Trust committed to move its payroll to NHS SBS before the end of March 2008 . The migration of payroll commenced in September 2007 and payroll services started to go live from mid-December.

The Trust estimates that it will make substantial savings, and considerable saving have already been realised within the local health economy, which includes Worcestershire Primary Care Trust and Worcestershire Mental Health Partnership NHS Trust. NHS SBS is also assisting the Acute Hospitals Trust in its aim to move to a paperless payroll service .

After three years the National Health Service's move to Shared Services has generated significant savings and it is moving towards profitability. Ruth Ormsby of the Department of Health and Jim Vincent of NHS Shared Business Services tell FDE that, despite being in the politically sensitive public sector, the transition so far has been smooth and successful.
